Mr. Bauder suggested that the board members give a short summary of what their ideas are. His idea is particularly west of Frank Rd. that they have a campus environment and east of Frank Rd. it may not be a campus environment.
Ms. Detwiler stated that she thinks it should be a park atmosphere.
Ms. Magyaros stated when they met with the trustees they talked about a campus type setting. She has done some research and would also like to see a campus type setting and have something like an open space requirement like there is in a PUD. The issue of signage should also be addressed because they wouldn’t want big huge signs. Ms. Magyaros stated that possibly they could put in building design criteria regarding how the buildings are built such as colors etc. Ms. Magyaros stated when the talked with the trustees she mentioned having an approval process much like they have with a PUD so the commission would have more control of what is going into the building.
Ms. Poindexter asked if Ms. Magyaros is talking about reviewing the plan.
Ms. Magyaros stated yes. They would have to get the commission’s approval and possibly the trustees.
Ms. Magyaros stated that she put together an outline that she thought they could start working from. Number one on the outline is purpose and intent for the R-T district and number two is general plan requirements. Ms. Magyaros stated that she thought they could address certain items each week starting with items one and two at the next meeting.
Ms. Magyaros stated that she thought the district should be called research and technology campus instead of district.
Mr. Bauder stated that he doesn’t’ think they need to be real specific regarding the uses because a lot of the uses would be governed by the State.
Ms. Magyaros agreed.
Ms. Poindexter stated that Ms. Magyaros is talking about having a site review per the zoning commission but a conditionally permitted use is a site review through the board of appeals, so she doesn’t see how they could have two different boards reviewing the same plan. There could be problems with having conditionally permitted uses if the zoning commission reviews the plan.
Ms. Magyaros stated that they should probably have one or the other. She would like to see some type of review process for the types of businesses that would be going into the district so if the zoning commission would review the plan they may not want to make anything a conditionally permitted use.
Ms. Poindexter stated that there are certain criteria for a conditionally permitted use in certain areas and if the criteria are met the board of appeals approves it. A use may be permitted in one district but conditionally permitted in another district, so there has to be a separation, but in the R-T district they could make everything they wanted in the district a permitted use with certain requirements.
Ms. Magyaros stated if the zoning commission wanted to do that then they could write in certain requirements that would be looked at in the review.
Ms. Poindexter asked if the board would be reviewing the way the site itself is constructed or would they be reviewing the type of business that would be moving in because those businesses could change. It’s possible someone could want to build the site without knowing what business is going to move in.
Mr. Bauder stated that he thought they should review the site itself.
Ms. Magyaros stated that she would prefer they review the site.
Ms. Poindexter stated when getting into the type of building materials, they would need someone who is qualified to know what material types are.
Mr. Bauder stated that he thought this would be covered under the building department.
Ms. Poindexter stated that they don’t deal with aesthetic issues.
Ms. Magyaros stated that some of the things listed in the outline, such as building materials, were just written as a starting point. If it’s too much they could back off and not include it.
The board discussed reasoning issues for the R-T district.
Ms. Magyaros asked that the board put together some suggestions regarding item one and two on the outline for the next meeting.
Mr. Bauder made a motion to approve the minutes from the April 7, 2005 meeting.
Ms. Detwiler seconded the motion.

Mr. Bauder made a motion to continue the work session until June 23, 2005 at 5:00 p.m.
