Boger introduced Mr. David Kidd from Lake
O’Springs Village and Richard Largent, Engineer for Lake O’Springs Village.
Mr. Kidd said his group bought the Lake O’Springs property with the lake. He has drawn up and submitted a preliminary site plan for the development of a single family residential community. He is requesting approval to allow them to build without curbs and gutters in this development. He explained his group is very conscious of protecting the environment and the quality of the water and they feel having swells and ditches instead of curbs and gutters will slow down the water going into the lake and will allow for better filtering of the water.
Pizzino moved and Burger seconded a motion not to oppose the Lake O’Springs Village request for a variance from RPC Subdivision Regulations for curb and gutter and to send a letter to that effect to the Regional Planning Commission.

Lyon explained that NEC, our telephone vendor, has discontinued the platform of our NEC system. IPS is the upgrade from NEC which allows for future expansion. The upgrade requires replacement of cabinets, software, cards and reprogramming. This upgrade is the reason for several of the appropriation transfers. The upgrade was less than the cost of a new telephone system.
