Ms. Magyaros stated that last week she distributed an outline that hits the highlights of what they want to address regarding the language for the R-T district.

Ms. Poindexter stated that she wanted to make sure everyone understands that the R-T district will not be one big overall project for a large parcel of land.  This will be just like the other districts that are developed under individual parcels.

Mr. Benner asked if it is one large area to be zoned but not necessarily an overall development of the area.

Ms. Poindexter stated yes.  There could be 20 parcels in the R-T district and each could be developed individually, so one parcel could be one acre and another parcel could be 20 acres.

The board had discussions and agreed on the following:

SECTION 411.1 PURPOSE
ADD 411.1(G) R/T CAMPUS
 The purpose of this district is to create an environment to accommodate and promote the establishment and expansion of businesses in the field of advanced research technology, product development, product assembly and prototyping, along with those facilities which provide goods and services in connection with such uses.  It is the intent of the R-T Campus to provide an environment conducive to the development of such facilities and this district shall be utilized as part of an overall regional economic development strategy to protect public health & general welfare in accordance with the current comprehensive land use plan.  To achieve maximum regional economic impact, the township specifically encourages the location and expansion of businesses in the fields or power and propulsion; bioscience; advanced materials; information technology; and instruments; controls; electronics; and similar.  The R-T Campus shall provide sites, in a park like setting that will buffer adjacent less intense land use.  The general goals include but are not limited to:

1) To provide a location for a variety of research offices and laboratories.
2) To protect adjacent areas by the minimizing of the danger of fires, explosions, toxic and noxious matter, radiation, offensive noise, vibration, smoke, odor and other objectionable influences or hazards as controlled by appropriate regulatory agencies.
3) To promote the most desirable use of land in accordance with the current comprehensive plan while maintaining property values and protecting the township’s tax revenues.
4) Provide a visually stimulating and attractive area in which to work and which enhances the township image.

SECTION 411.2 USE REGULATIONS
Change sentence to read “In the B-1, B-2, B-3, PBRD, I-1, and C-P Districts and R-T Campus land and structures shall be used or occupied, and structures shall be erected, constructed, enlarged, moved or structurally altered, only for a permitted principal use specified for such district in Schedule 411.3, below, a permitted conditional use in accordance with Section 431, or an accessory use to a permitted principal or conditional permitted use in accordance with Section 411.10 ad 411.10.

SECTION 411.2(D)
Change sentence to read “Accessory uses, buildings and structures subject to regulations as specified herein, are permitted in association with and subordinate to a permitted principal or conditional use in the B-1, B-2, B-3, PBRD, I-1, and C-P Districts and R-T Campus and include, but are not limited to the following:

Mr. Benner made a motion to continue the work session until June 30, 2005 at 5:00 pm.

Mr. Bergman seconded the motion.
