Mr. Napier stated that the first item on the agenda is the approval of the minutes from May 16, 2002.
Ms. Conaway made a motion to approve the minutes from May 16, 2002.
Ms. Magyaros seconded the motion.
The vote was: Ms. Magyaros-yes, Mr. Benner-yes, Ms. Bauder-yes, Ms. Conaway-yes, and Mr. Napier-yes.
AMENDMENT #513-02 – M.E. Companies of 4150 Belden Village St. NW, Suite 104, Canton, Ohio 44718 agent for CSAHS/UHHS-Canton Inc., DBA: Mercy Medical Center, property owner, of 1320 Mercy Dr. NW, Canton, Ohio 44708 proposes to rezone R-R (Rural Residential District) to B-2 (Neighborhood Business District) 4.771 acres, more or less, on the west side of Wales Rd., 1296 ft., more or less, south of Fulton Rd., Sect. 21SE Jackson Twp.
Mr. Napier read the file application and Stark County Regional Planning’s recommendation for approval and the facts considered in their recommendation.
Mr. Napier asked who would like to speak in favor of this amendment.
Mr. Dennis Fulk of M.E. Companies, 4150 Belden Village St. NW, Suite 104, Canton, Ohio 44718 stated that his company is the agent for Mercy Medical Center.
Mr. Fulk stated that the property has frontage on Wales Ave. and is beneath a B-3 zoned area. Mr. Fulk stated that it doesn’t make sense for the property to remain Rural Residential and believes it is in the best interest of the area to have it rezoned.
Mr. Fulk stated that if the site were built for single family homes, they would only be able to get two lots out of the entire site because of the rugged terrain.
Mr. Bauder asked what is proposed for the area.
Mr. Fulk stated that his best guess would be some type of medical support building that is similar to what is planned for the property to the north, which is the site for the proposed Jackson YMCA.
Mr. Bauder stated that the southern boundary is pushing pretty heavily on the developable land for the parcel below it.
Mr. Fulk stated that it will be a tight site but it is suited for an office type building that could utilize the topography. Mr. Fulk stated that he thinks that a lot of the site would be left wooded.
Mr. Bauder stated that he thinks an executive type office would be really nice.
The board had no further questions.
Mr. Napier stated that there is no one else in the audience to speak for or against the amendment.
Mr. Bauder stated that he believes the request is favorable.
Ms. Magyaros stated that she thinks the rezoning fits into the area well.
Ms. Conaway made a motion to vote on amendment 513-02 as requested.
Mr. Bauder seconded the motion.
The vote was: Ms. Magyaros-yes, Mr. Benner-yes, Mr. Bauder-yes, Ms. Conaway-yes, and Mr. Napier-yes.
Mr. Napier stated that the Zoning Commission has recommended that the zone change go through as proposed and this would go in the form of a recommendation to the Township Trustees.
Mr. Benner made a motion to adjourn the meeting.
Mr. Bauder seconded the motion.
