MINUTES

The board discussed the minimum lot area, width and frontage requirements for the R-T district and agreed to the minimum lot or project area to be 2 acres where 20,000 sq. ft. was originally proposed and to designate the minimum lot width and lot frontage at 100 ft.

Mr. Bergman stated that this would create only one substandard lot where the district may be proposed to be located.

The board agreed to add the words “R-T Campus” in section 411.5 so the sentence would read “For each principal use located in the B-1, B-2, B-3, PBRD, I-1 and C-P Districts and R-T Campus, front, side, and rear yards shall be provided in accordance with the dimensions specified in Schedule 411.5”.

The board discussed the setback requirement for the R-T district and agreed to a 50 ft. front yard setback, as suggested, and a 25 ft. side and rear yard setback, as suggested.  The board modified the originally suggested rear and side yard setback when adjacent to a residential district from 150 ft. to a 100 ft. setback.

The board agreed to add the words “R-T Campus” in section 411.6 so the sentence would read, “Whenever there is more than one principal building on a lot in a B-1, B-2, B-3, PBRD, I-1 and C-P District or R-T Campus, the minimum distance between the buildings shall be at least 30 feet, measured from the building overhang or attached permanent structure, whichever is the lesser distance”.

The board discussed the building height requirements.  Ms. Magyaros stated that originally the trustees had proposed 80 ft.  She had proposed a height of 50 ft.  The board agreed that they wouldn’t like to see any high rise type of buildings in the R-T and decided that 35 ft. in height would be the maximum permitted for a building.

Mr. Benner stated that he would like to see what type of screening is currently between residential and commercial properties in other areas of the township.

Ms. Poindexter stated that the commercial property at the corner of Stuhlderher and Wales abuts residential and there has been a nice fence installed between the properties.  This may be something the board would like to look at as an example.

Mr. Benner stated that there could be problem if someone plants trees and they die because then there would be no screening.
Ms. Poindexter stated if the trees would die they would need to be replaced to be in compliance.

Ms. Detwiler asked what the setback is for the property at Stuhlderher and Wales where it abuts residential.

Ms. Poindexter stated that it is 20 ft.

The board agreed that the parking setbacks would be 20 ft. for the front and 5 ft. for the side and rear unless abutting residential, then the parking setback would be 50 ft.

The board agreed to add the sentence to section 411.9B(1)(a), “The above requirements shall not pertain to areas devoted exclusively to truck loading, docking, parking, and truck vehicle circulation and such areas shall not be included in the calculations of required landscaping”.

The board agreed to add “R-T Campus” to section 411.9(B)(1)(a)(1) to read “Five (5) percent I the B-1, B-2, B-3, PBRD, and I-1 Districts and R-T Campus.”  This is only adding R-T Campus the existing sentence.

The board agreed to add the “R-T Campus” to the sentence in 411.9D so it would read “When a lot in any commercial or industrial District, or R-T Campus abuts a residential district, screening and buffering along the entire length of the common boundary shall be provided in accordance with the following regulations:”.  This is only adding R-T Campus to the existing sentence.

The board agreed to change the sentence to read “The area within the parking setback between the residential district and a non-residential district specified in Schedule 411.8A shall be established and maintained as the bufferyard.”  The only change is removing the word “considered” and adding “established and maintained” in its place.

Mr. Benner made a motion to continue the work session until July 21, 2005 at 5:00 pm.

Mr. Bauder seconded the motion.
