MINUTES OF JACKSON TOWNSHIP BOARD OF TRUSTEES MEETING
MAY 29, 2007

Meeks called the meeting to order at 5:00 p.m. at the Jackson Township Hall with all Trustees, Fiscal Officer, Lyon, Fitzgerald, Heck, Ruwadi and Neftzer present.

Meeks moved and Burger seconded a motion to go into Executive Session for Park Personnel (Appointment/Employment/Compensation) – Interview seasonal programming assistant. 3-0 yes

Upon return from Executive Session, Meeks opened the Work Session.

Fire Department
Chief Heck discussed backup communications for the Fire, Police and Highway Departments.  He explained the proposed system that has been approved by those Department Heads and the Red Center.  He reiterated that if the Dominion tower was struck or went down for some reason the backup bases could be powered up and Fire, Police and Highway could be run from the Safety Center.  He also said the Red Center could be kept operational if they were to be off line for some reason.  The estimated cost would be around $35,000.  Nine to ten thousand of that would be Highway and Police, $15,000 would be the Fire Department.

Meeks asked if the purchase of an AC 1000 was planned.

Heck said an AC 1000 could be included if the County isn’t going to do it.  If one were included, another $10,000 would be needed.

Meeks pointed out how much the cost has come down since this subject was first discussed several years ago.  He also asked if an AC 1000 wasn’t an integral part of a backup system, especially concerning the Red Center.

Heck explained that an AC 1000 still requires some type of radio attached to it.  He suggested going to the County to try to persuade them to install an AC 1000 in the Red Center as part of their system.  He said there are four units available which are vehicle mounted and supposedly could be on the road within an hour that was put together by the Buckeye Sheriffs Association.

Meeks suggested including the AC 1000 as an option and seeking County help with the cost of the system.

Pizzino pointed out that it is a good policy and this has been talked about for some time.  He also pointed out that this would not only help Jackson Township but also the other 20 agencies in the Red Center.

Gonzalez said he asked Bob Patris to work with the Police Department to eventually use the Affidavit Maker program by connecting to the Red Center through creating a VPN to the courts.  He pointed out that right now there is no communication.  They would be able to connect directly to the courts because it goes directly to Massillon City.  He said the cost would be next to nothing.

Meeks pointed out that on Tuesday, June 12th, SCOG has the Countywide Central Dispatch on their agenda.

Stark Parks
Bob Fonte with Stark Parks asked the Trustees to review the mutual aid agreement and see if there is anything else that needs to be addressed since Devonshire Park has been resolved.  The mutual aid agreement is for the protection of all parties regarding jurisdiction.  Stark Parks has jurisdiction within their parks but would like to provide for backup like other agencies.

He updated the Trustees on plans and development within Jackson Township.  Maintenance of the Towpath Trail is continuing and the College Trail is planned which is a trail that goes through Kent State Stark Branch and Stark State.  Advertising has gone out for consultants for the design of the trail with a deadline in early June.

He said they plan to work toward finishing the Crystal Springs site.  They need to reevaluate the skating area off the pond.  It needs to be determined if there is enough space due to the restrooms that have been built.  The completion of this is in their five year plan.  Also, ten acres have been purchased adjacent to the property to help.

With the National Park Service in conjunction with the Ohio and Erie Canal, they are trying to locate some rustic campsites which would not be drive-in campsites.  These are for people who bike or hike the entire length.  They want to find one in each of the four Counties and the National Park.  There is one potential site in Jackson Township.

He reviewed several ideas regarding the College Trail and said they are open for suggestions to connect Devonshire south or west.

Meeks asked if Stark Parks would consider helping with the planned streetscape at Fulton and Wales.  Fonte said yes, they would be willing to work with them, anything that is non-motor vehicle connected applies.

Chief Neftzer asked what happens if campsites are put in since the trails are currently open from dawn to dusk.  Fonte said that was part of the National Park service, it isn’t open camping.  Reservations are made ahead of time.  The campsites wouldn’t change the trail times and the campsites would be checked.

General Session
At 6:00 p.m., Meeks called the General Session to order with all department heads present.  He requested that all cell phones and pagers be turned off at this time.

Meeks moved and Pizzino seconded a motion whereas, Resolution No. 07-030 is incorporated herein, and Christopher D. McCord has successfully completed the psychological and physical testing or other requirements.

Be it resolved that, pursuant to ORC Section 505.49 and 509.01, Christopher D. McCord is hereby appointed as Part Time Patrol Officer and Township Constable for the Jackson Township Police District, Stark County, Ohio, effective May 30, 2007, at the established compensation rate and we hereby accept the attached Oath of Office.

Announcements

Stark County Safety Council Awards.
Meeks explained that David Ruwadi is the representative to the Stark County Safety Council.  At the dinner at the Kent Stark Conference Center, Jackson Township was awarded outstanding safety performance for Group, 100%, a Special Award for outstanding effort in safety by operating without a lost-time accident from 11/1/2004 to 12/31/2006 and 907,905 hours worked, and an Excellence in Safety Award for support, service & commitment to The Stark County Safety Council.

Old Business
Gonzalez asked the Board to make a motion for him to go to the SCOG meeting with Mr. Burger to make a presentation on regionalized dispatch and 911 services on June 12th.

Meeks moved and Pizzino seconded a motion for Mr. Gonzalez to go with Trustee Burger to represent Jackson Township in presenting an RFP for regionalized dispatch/911 at the SCOG meeting on June 12th.

Pizzino reported that he was contacted by the Lake Cable Association and there will be a house auction on June 22nd.  The Association would like to use the parking lot at Fisher Park because of a concern about parking on the street.  Mr. Fitzgerald and Mr. Ruwadi have been consulted and nothing is scheduled that day.

Pizzino moved and Burger seconded a motion whereas, the Jackson Township Board of Trustees having been informed in writing that noxious weeks are growing on the lands in charge of MJC Investments, in Jackson Township, described as follows:  Parcel No. 1623509, on the NE corner of Brunnerdale & Fulton Drive, Jackson Township.

Therefore, be it resolved that said MJC Investments, whose tax mailing address is 6093 Cherry Blossom Cir., N. Meeks asked if there was something in the resolution to avoid issuing a noxious weed resolution each time on those properties that are repeat offenders.  Lyon said the resolution requires the owner to cut or destroy the noxious weeds every 30 days.

Public Speaks – Open Forum
Paul Biedenbach, 4865 Andette Ave. N.W. wanted to advise everyone that the Skate Park subcommittee of the Park Advisory Committee will be meeting tonight (May 29) at 8:00 at the skate pad.  He wanted to announce there would be a demonstration and booths set up during the Celebration.

Meeks asked how the fundraiser went.  Biedenbach said they’ve had two fund raisers with another scheduled the first of the month and they are about $200 ahead.  Meeks asked if he had a total amount available.  Biedenbach said no.  They are still working with the accounting part of getting an account code to keep track of it.

At 6:30 p.m., Meeks opened the public hearing for zoning amendment 560-07.

Pizzino pointed out they had asked for certain paperwork which included pictures and plans from Crown Pointe which has not been received.  He asked if that was the reason for the continuance request.

Meeks said there was also a question on the roadway ingress/egress.  He said that if this project does go forward it will be a safe ingress/egress of that development and if it won’t be, the Board will not approve it.

Pizzino said Mr. Boger had some concerns regarding one of the entrances and asked if anything has been received.  Boger said nothing has been received since the last meeting.

Pizzino moved and Burger seconded a motion to adjourn.
