Pizzino called the meeting to order at 8:02 a.m. at the Jackson Township Hall with all Trustees, Fiscal Officer, Lyon, Fitzgerald and Heck present.

RESOLUTION 06-033, ATTACHED
Meeks moved and Burger seconded that the
Board of Trustees of Jackson Township, Stark County, Ohio, as taxing authority
for Jackson Township, Stark County, Ohio, does hereby determine that it
is necessary for the replacement of an existing tax of five and six tenths
(5.6) mills and an increase of four tenths (.4) mills to constitute a tax
of six (6) mills, outside the ten (10) mill limitation for the purpose
of providing and maintaining fire apparatus, appliances, buildings, or
sites therefor, or sources of water supply and materials therefor or the
establishment and maintenance of lines of fire alarm telegraph, or the
payment of permanent, part-time, or volunteer firefighters or firefighting
companies to operate the same, including the payment of the firefighters
employer’s contribution required under section 742.34 of the revised code,
or to purchase ambulance equipment or to provide ambulance or emergency
medical services operated by a fire department or firefighting company
for Jackson Township, Stark County, Ohio, for three (3) years, tax years
2006, 2007 and 2008, commencing in 2006, first due in calendar year 2007.
Be it further resolved that the Board of Trustees of Jackson Township, Stark County, Ohio, as taxing authority for Jackson Township, Stark County, Ohio, pursuant to the requirements of Ohio Revised Code Section 5705.03(B), does hereby certify to the Stark County Auditor this resolution requesting that the Stark County Auditor certify to this taxing authority, the total current tax valuation of Jackson Township as a subdivision, and the dollar amount of revenue that would be generated by the replacement of an existing tax of five and six-tenths (5.6) mills and an increase of four tenths (.4) mills to constitute a tax of six (6) mills for the purpose of providing and maintaining fire apparatus, appliances, buildings, or sites therefor, or sources of water supply and materials therefor or the establishment and maintenance of lines of fire alarm telegraph, or the payment of permanent, part-time, or volunteer firefighters or firefighting companies to operate the same, including the payment of the firefighters employer’s contribution required under section 742.34 of the revised code, or to purchase ambulance equipment or to provide ambulance or emergency medical services operated by a fire department or firefighting company for Jackson Township, Stark County, Ohio, for three (3) years, tax years 2006, 2007 and 2008, commencing in 2006, first due in calendar year 2007. Ohio Revised Code Sections 5705.19(I), 5705.191 and 5705.192 authorizes submission of the question of the tax at the August 8, 2006 special election and as further herein attached.
Meeks: Under discussion. It is very important that, as the Chief has stated, and as this Board has stated many times, we would never ask our residents to support a tax, a fire levy, any levy, if it was truly not needed. Everything that we are asking for is a need not a want. We will rally the troops, we will be in our neighborhoods and we will help the residents understand the value that they’re getting as they do support our Fire Department.
Pizzino: Chief Heck has talked about this many times as has Mr. Meeks and Mr. Gonzalez, we only have one levy to support our Fire Department and this is the levy. If this levy goes down, eventually we won’t have a Fire Department. We have to get that message out, especially to the new voters in our Township. It’s very important that we do what we have to do, and Chief we want you to know if there’s anything this Board can do, we’ll be there. The message has to be clear. This is how we run our Fire Department.
Pizzino: Is there anything else, Chief?
Heck: No, I think the points are covered. I assure the Board that we will be out in force this summer working on this levy.
Gonzalez: Chief, as I said, I did get the walking list out to your men that are going to start getting some committee. . .
Heck: We have a general meeting for all employees next week. We’ll obviously take responsibility in different areas. It will be similar to what we’ve done in the past when we’ve organized full blown campaigns. It’s not new to us. I think with your expertise (indistinguishable) voters. People I’ve talked to in the last week, either didn’t vote, they said they hadn’t voted or
Gonzalez: I believe you have three files that I sent you now. I just want to verify. You should have the file which is that attached sheet showing how the precincts did.
Heck: Right.
Gonzalez: And then the one that we just did on Monday night that we broke out from the Auditor’s office telling each household how much their tax is. Do you have that one?
Heck: Yes, we plan to use that.
Gonzalez: Okay, and then the walking list I gave to Berczik who’s given it to Peel.
Heck: Okay.
Meeks: Yes, we have been in contact, conversation-wise, with Captain Berczik as well as Captain Peel. They are very concerned and they understand the commitment from this Board. They know that anything that we can do to help them be successful, we’re behind them.
Heck: The biggest thing is going to be just the fund-raising in the areas that we’re allowed to work in – to do that or not do that.
Pizzino: We’ll get the money.
