MINUTES OF JACKSON TOWNSHIP TRUSTEES MEETING
MARCH 13, 2006

Pizzino called the meeting to order at 4:00 p.m. at the Jackson Township Hall with all Trustees, Fiscal Officer, Lyon, Fitzgerald, Ruwadi and Boger present.  David Held and Richard Regula also attended.

Work Session – Yard Waste Program
Meeks said that previously there was some confusion as to the quantity of yard waste.  He found that it was previously tracked in yardage but is now tracked in tonnage which accounts for the difference in the numbers.

Mr. Regula informed the Board that after speaking with the Regional Planning Commission and reviewing the revised quantity figures there are sufficient funds available for Jackson Township to be included in the program.

Mr. Held said after inspecting the drop off sites, the volume indicates there is some commercial dumping going on and suggested the use of cameras and signs to discourage that commercial dumping.  He also asked that the sited be open to all County residents.

Chief Heck gave a brief description of some of the changes made in the revised Ohio Fire Code.  He informed the Board that he will be recommending an increase in permit fees due to some of those changes.

Chief Heck presented for the Board’s consideration an automatic response fire protection agreement with Lawrence Township.

At 5:00 p.m., Pizzino opened the Zoning Commission - Research & Technology District portion of the work session.

Joni Poindexter introduced Aletha Magyaros, Donna Conaway, Steve Bergman, Nancy Detwiler, James Bauder from the Zoning Commission.  Ms. Magyaros presented the Board with the final draft of the proposed language for the Research and Technology District with additional changes on height requirements and signage.  She also brought up concerns from a resident regarding nanotechnology and that there are not a lot of regulations out there concerning this field.  Ms. Magyaros has found that the EPA is recommending that regulations issued for other types of research be used for nanotechnology and if a problem occurs to report it to EPA.  Since there are so few regulations established, it is another reason to keep the Research and Technology District away from residential areas.

Gonzalez suggested adding something to limit noise.  The Commission will re-look at that issue.

Gonzalez reported that he had spoken with Aletha about zoning changes to insure that the open spaces currently being used for parks and recreation would be safe from any future development.   Magyaros said they do have some proposed language for a parks and recreation district, but the Zoning Commission has been concentrating on other changes.    Meeks asked that this be given priority.  Magyaros said they should begin looking at this at the next work session.

There was a discussion as to what the parks were currently zoned as and what zoning classifications were available or if a whole new district would have to be created.

Rusty Adams wanted the Board to be aware that the EPA provides for communities to the right to know what kind of waste is being produced by industries.  That provision is not required for research and technology districts.  Industries in research and technology districts may be asked about waste but they are not required to respond.

Pizzino moved and Meeks seconded a motion to go into Executive Session – Police Department Personnel (Appointment/Employment/Compensation) – Interview full-time patrol officer applicants.

Upon return from Executive Session at 6:20 p.m., Pizzino called the General Session to order with all department heads present.  He requested that all cell phones and pagers be turned off at this time.

Gonzalez informed the Board that the Auditor’s web site and data base would be useful to the committees working on the fire levy and possibly to the schools.  They can request a disk that contains the mailing addresses of Jackson Township residents, the home evaluation and the specific amount to each resident the proposed tax would cost them.  This could then be used to mail levy information flyers.  This would give voters the true cost for them individually that they would be voting on.  Tax funds probably could not be used for mailing costs but the disks would be provided free by Kim Perez the Stark County Auditor to committees that may request them.  He, Chief Heck and Lee Antonnaci are working on this.

Gonzalez also informed the Board that two Township employees living within a township but with a Canal Fulton mailing address are being overcharged for natural gas prices.  They are being billed at the Canal Fulton rate which is higher than the Stark County aggregate rate.  He wanted to warn other residents of this possibility and he will investigate further.  They are also being charged an incorrect sales tax rate.
