Meeks called the meeting to order at 4:30 p.m. at the Jackson Township Hall with Trustees Meeks and Pizzino, Fiscal Officer, Lyon and Fitzgerald present.
Meeks moved and Pizzino seconded a motion to go into Executive Session for Police Department Personnel (Appointment/Employment/Compensation) – Interview Secretary 3 applicant.
Upon return from Executive Session, Meeks opened the Work Session at 5:15 p.m. with Chief Heck, Chief Neftzer, Poindexter, and Moore present.

Chief Heck presented several projects
to be shared by the Police and Fire Departments. The first is for
a distant learning lab which would permit full utilization of the training
center by implementing the use of electronic equipment for education and
training of personnel. It would encompass computer based presentation,
recording presentations to be replayed when personnel could access the
programs, and presentations from ‘distant points’. The estimated
cost is $75,000.
The other item involved communication. It would provide for a backup communication system in the event of the primary lines going off-line. This would include base radios for police, fire and highway, antennas installed on the tower at the Safety Center, and wiring to accommodate a back up generator. The generator being proposed would be portable and could be transported to the Township Hall or Garage if needed.
Chief Heck then presented items regarding the Wellness Program. Fire personnel and the Union are working on this program which is outlined in the Ohio Administrative Code.
Chief Heck told the Board the Federal Grant Request for 2006/2007 was turned down. Among things covered in that grant were squad coats which haven’t been replaced for 12 or 14 years and traffic cones. He said he may be requesting a budget module next month to cover those items.
Meeks reconvened the meeting at 5:45 p.m.

Cherie Barth, Coordinator of Student Activities
at Stark State College of Technology and advisor of Phi Theta Kappa International
Honor Society at Stark State College, explained that Phi Theta Kappa recognizes
and encourages academic achievement of two year college students.
It also provides opportunities for individual growth and development through
participation in honors, leadership, service and fellowship programming.
The 2006-08 program is “Operation Green: Improving our Communities”
which is affiliated with Keep America Beautiful. She introduced Christopher
Monroe who is a member of Phi Theta Kappa and the Environmental Club.
Chris Monroe an Environmental Health and Safety major at Stark State presented ideas for a ‘Clean Up Jackson Township Day’ to be held in late April. Participants invited would be from Stark State, Kent State University – Stark Campus and Jackson High School. He requested ideas for an area where they could work.
Meeks suggested they speak with Dave Ruwadi in regards to a target area. He also thanked the group for their idea and proposal.
At 6:00 p.m., Meeks call the General Session to order with all department heads present. He requested that all cell phones and pagers be turned off at this time.

RESOLUTION 07-018, ATTACHED
Meeks moved and Pizzino seconded a motion
pursuant to ORC Section 505.49 and 509.01, Brian S. Vannest is hereby appointed
to the position of full time Patrol Officer and Police Constable for the
Jackson Township Police District Department, Stark County, Ohio, effective
March 3, 2007 at the compensation rate and benefits contained in the Negotiated
Agreement and we hereby accept the attached Oath of Office.
RESOLUTION 07-019, ATTACHED
Meeks moved and Pizzino seconded a motion
pursuant to ORC Sections 505.49 and 509.01, we hereby appoint Chad K. Kanouff
as Full Time Patrol Officer and Township Constable for the Jackson Township
Police District, Stark County, Ohio, contingent upon successful completion
of the psychological and physical evaluation, background check, negative
drug screen and any other testing requirements.
RESOLUTION 07-020, ATTACHED
Meeks moved and Pizzino seconded a motion
to authorize the hiring of Ginamarie Miller for the full-time position
of Secretary 3 in the Police Department, effective March 5, 2007, who will
be compensated at the rate established in the Negotiated Agreement between
the Jackson Township Board of Trustees and the Fraternal Order of Police,
Ohio Labor Council, Inc., Office and Clerical Employees.

to amend Section B of the Acceptance of Gifts and Gratuities Policy, setting
the value of accepted items at $20.00 or less, in accordance with the Governor’s
Executive Order 2007 -01S.

to accept all the bids received for materials.

Pizzino moved and Meeks seconded a motion
to approve and authorize the Board President to sign a letter to the Stark
County Subdivision Engineer regarding the Spring Landing Allotment.
Meeks reported that they met with the Engineer, the County Engineer, Mike Rehfus, and Joe Underwood on the Spring Landing Allotment. This is a unique situation and it would be better to eliminate the curb and gutter in this instance. It does not impose a problem with the safety forces and that is another reason for going along with subdivision variance.
Zoning and Planning Department
Pizzino moved and Meeks seconded a motion
to set public hearings on zoning amendments 555-07 and 556-07 on March
12, 2007 at 6:30 p.m. and 6:45 p.m., respectively.
