MINUTES OF JACKSON TOWNSHIP BOARD OF TRUSTEES MEETING
FEBRUARY 25, 2008

Pizzino called the meeting to order at 5:30 p.m. at the Jackson Township Hall with all Trustees, Fiscal Officer, Lyon, Fitzgerald, Neftzer and Poindexter present.

Pizzino moved and Burger seconded a motion to go into Executive Session for Police Department Personnel (Appointment/Employment/Compensation) – Interview police aide applicant.

Pizzino moved and Walters seconded a motion to go into Executive Session for Zoning Personnel (Appointment/Employment/Compensation) – Interview Zoning Commission applicant.

Upon return from Executive Session at 6:15 p.m., Pizzino called the General Session to order with all department heads present except Ralph Boger who was represented by Rick Boak.  He requested that all cell phones and pagers be turned off at this time.

The Pledge of Allegiance was recited.

Amendment 568-08 at 6:30 p.m. to rezone a B-1 (Suburban Office and Limited Business) district to a B-2 (Neighborhood Business) district.  The property is located at 3445 Whipple Ave. Section 25SE, Jackson Twp.

Amendment 569-08 at 5:40 p.m. to rezone R-R (Rural Residential) & R-1A (Single Family Low Density Residential) to B-1 (Suburban Office & Limited Business).  The property is located on the south side of Fulton Road approximately 1100 feet east of Wales Ave., Jackson Twp.

Announcements

Ruwadi announced that Safety Week started today and will run the rest of this week with the Health Fair being on March 3rd and 4th.

Old Business
Pizzino asked Gonzalez to explain the information received regarding cuts in funding.

Gonzalez:  Yes, we’re getting to the point in doing away with the personal property taxes.  We come to the end of 09 will be the last time with total reimbursements and those numbers are staggering.  And from 09 to 11, they will just gradually disappear.  I talked to the State Department of Taxation last week to verify there is still nothing in the budget bill anywhere to show where the Township will make up for these proceeds.  For the Fire Department the loss would be $253,000, the Police Department would lose $435,000, the Road Levy is $135,000.  Then we have to just keep staying on our legislators that, hopefully, by the time we have till 09 and that’s when we stop getting those checks.  Two years to deal with them.

Pizzino:  In the meeting I had with Mr. Gonzalez, you know, he is urging all department heads to start putting back whatever monies you have now.  Right now, again, there’s no clear cut solution how we’re going to get this money.  So we’re going to have to, let’s start now, let’s not wait for this to catch up with us.  And hopefully, they’ll come up with a solution but it doesn’t look, at this time, that they have any idea what they’re going to do or how they’re going to do it.

Gonzalez:  They kept talking about the CAT tax and I talked to Mr. Sobol at the Ohio Department of Taxation and it doesn’t look like it’s going to be the CAT tax, which is a Commercial Activity Tax.  That’s what took the place of the personal property tax.  Those receipts are coming far under what they anticipated.  The State has a huge shortfall they’re projecting for 08 and 09.  I don’t know, I know that at the end of 09, if they don’t come up with something, then we’ll be hurting.

Pizzino:  Well, again, we’re going to start whatever, every way we can do to save and cut, I wouldn’t say cut, but just watch our expenses and we’re telling all the department heads now, it doesn’t look good.

Pizzino:  Okay, thanks Randy.
